Film: Children Need Parents
HealthProm's philosophy is to seek to catalyse change at the
point in the life cycleat which least expenditure can deliver
most gain in health or welfare. We therefore give priority
to prevention and early intervention. The film, which we are
making with the St, Petersburg Early Intervention
Institute and EveryChild, aims to raise awareness that to
develop healthy children, strong and stable relationships
are a necessity, which institutions can't provide. Priority
target groups are policy makers and those who take decisions
about placing children in institutions, but we aim to make
the need for policy change widely felt.
The
final shoot was carried out in January and the rough edit
of the film in February. It will be tested on focus groups
before the final edit, and the film will be completed some
time in the summer. But this is only the start. With the British
film 'John', which makes the same point and which we have
dubbed in Russian, and a supporting booklet, the new film
will be disseminated by a broad dissemination partnership
widely in Russia, an enormous and highly costly undertaking.
The project is funded by DfID, UNICEF, IREX and the World
Bank, and has the support of key federal ministries.
