Ukrainian Government Signs MoU on Early Intervention

15 May 2017

Last month, the Government of Ukraine further signaled its commitment to the development of national Early Intervention services by signing a Memorandum of Understanding (MoU) with key stakeholders.

The MoU was signed by the Ministries of Health, Social Policy and Education, Ombudsmen for the rights of People with Disabilities and the rights of Children, and both of HealthProm's NGO partners: the National Association for People with Disabilities and the Early Intervention Institute, Kharkiv.  It was also signed by international NGOs SOFT Tulip and EURLYAid.

HealthProm was honoured to be part of the event.  Our current European Commission funded project in Ukraine focuses on enabling parent-led civil society organisations to support the delivery of such reforms that address the rights and needs of children with disabilities.  One of the parent advocates involved in our project, Viktoria Pirogova, was one of the speakers at the MoU signing.  Ms Pirogova was one of the first parents in Ukraine to benefit from Early Intervention services for her daughter who was born with a disability.
